Moldova Election Observation Mission 2025
Do you want to support democratic procedures and ensure transparency? Do you wish to strengthen your project management skills in democracy and rights work?
Moldova is set to hold parliamentary election latest in October 2025. Silba will have an election observation mission to provide an impartial assessment of the electoral processes, to identify strengths and areas for improvement in the electoral framework and to support democratic practices.
As we don’t know the date of the elections yet, we are not able to say when the election observation will be. However, the coordinating group will start the coordination of the election observation, and, in case members of the coordination group cannot go dependent on the timing, we will fill in.
The Election Observation Mission will have around 50 observers, who will be recruited later in the process. The coordinators are responsible for the training and program of the observers. Silba has over 20 years of experience in conducting election observations and has conducted over 50 Election Observation Missions. We employ an OSCE/ODIHR election observation methodology. As a coordinator, you will be introduced to this by Silba’s Election Observation Committee.
We are looking for 1 Main Coordinator, 2 logistics, 1 press, 1 training and 1 financial coordinator.

Selection note: Due to funding objectives, applicants residing in Denmark will be prioritised.
Expenses: Coordinator roles are voluntary positions, however, all expenses incurred by the coordinators during the election observation mission as well as transportation costs will be reimbursed by Silba.

You have completed the free OSCE E-Learning course “Comprehensive Course for OSCE/ODIHR Observers” before the EOM begins. The course can be found here.

Additionally: Knowledge of the languages Romanian and/ or Russian, in-country experience, and previous coordination experience is not a requirement to be a coordinator, but it is highly valued for all positions.

About The Coordinator Roles

MAIN
COORDINATOR
The Main Coordinator is responsible for the overall management and oversight of the Election Observation Mission (EOM). This includes coordinating the efforts of all team members, ensuring smooth communication, and maintaining the mission’s timeline and objectives. The role requires strong leadership, decision-making skills, and the ability to work under pressure in a fast-paced environment. Previous experience in managing international teams or large-scale projects is highly beneficial.

LOGISTICS
COORDINATOR
The Logistics Coordinator is tasked with all issues related to the logistical operations of an EOM. He or she locates and leases suitable office premises, equipment, communications facilities and also identifies options for accommodation. Romanian language skills, experience with security and risk management, and in country experience are competences highly valued in this position!

COORDINATOR

TRAINING
COORDINATOR
The Training Coordinator designs and leads training sessions for election observers, ensuring they’re well-prepared and familiar with the OSCE/ODIHR methodology. They work closely with the Main Coordinator to align the training with the mission's goals, and provide overall support for the observers. Strong communication skills and the ability to simplify complex information are essential. Previous experience in training is a great asset.

FINANCIAL
COORDINATOR
The Financial Coordinator is responsible for the financial part of the EOM, which means having a general overview of the budget, its planning and communication to the rest of the team. During the mission, the role entails making sure the mission stays on budget by keeping track of expenses, and being responsible for all transactions. Experience with accounting or a flair for numbers is sought after in this position!
The tasks of the Press Officer are primarily to have a strategy for communication outreach for Silba before, during and after the EOM. This entails communicating with local and international media in order to get as much awareness and outreach as possible for Silba’s activities during the mission and on Election Day. It also entails keeping an active online presence for Silba. Skills and experience in communication, press and social media management are desired in this position!
There are additional ad-hoc tasks within the above positions, which in most cases will require teamwork between the different coordinators. Teamwork skills are a necessity for all positions.
