SILBA deltog med seks valgobservatører i den armeniske organisation GYUMs valgobservation ved lokalvalgene i byerne Dnipropetrovsk og Pavlograd i det østlige Ukraine,31. oktober 2010. Omkring 30 internationale valgobservatører,fra forskellige NGO’er mødtes den 29. oktober i Dnipropetrovsk.
